{"id":30652,"date":"2012-09-24T19:56:10","date_gmt":"2012-09-24T19:56:10","guid":{"rendered":"http:\/\/desarrollo.mcvicious.com\/aero2020\/2012\/09\/24\/plantean-hacer-reingenieria-en-la-dgac\/"},"modified":"2012-09-24T19:56:10","modified_gmt":"2012-09-24T19:56:10","slug":"plantean-hacer-reingenieria-en-la-dgac","status":"publish","type":"post","link":"https:\/\/aeronoticias.com.pe\/noticiero\/transporte-aereo\/nacional\/plantean-hacer-reingenieria-en-la-dgac\/","title":{"rendered":"Plantean hacer reingenier\u00eda en la DGAC"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>(Aeronoticias).-<\/strong> Hacer una urgente reingenier\u00eda \u00a0en la Direcci\u00f3n General de Aeron\u00e1utica Civil \u00a0 fue planteada en la clausura del 1er Congreso Internacional Aerocomercial del Per\u00fa que se desarroll\u00f3 del 20 al 21 de Setiembre en el Hotel Mar\u00eda Angola de Miraflores.<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" src=\"images\/stories\/12\/09\/240912\/aeroexpo2.jpg\" border=\"0\" alt=\"Plantean hacer reingenier\u00eda en la DGAC\" title=\"Plantean hacer reingenier\u00eda en la DGAC\" \/><\/p>\n<p style=\"text-align: justify;\">La demanda fue postulada por el conocido \u00a0jurista Juli\u00e1n Palac\u00edn Fern\u00e1ndez, ex presidente de la Corporaci\u00f3n Peruana de Aviaci\u00f3n Comercial (CORPAC) y actual presidente de la Comisi\u00f3n de Derecho \u00a0Aeron\u00e1utico del Ilustre Colegio de Abogados de Lima (CAL).<\/p>\n<p style=\"text-align: justify;\">\u201cTenemos una autoridad aeron\u00e1utica que no ve, no oye, no habla\u201d, lament\u00f3 Palac\u00edn, se\u00f1alando que es visible la falta de coraje para resolver delicados problemas que conciernen a la aviaci\u00f3n civil peruana ante la indiferencia \u00a0o incapacidad de los responsables.<\/p>\n<p>  <!--more-->  <\/p>\n<p style=\"text-align: justify;\">Entre estos problemas precis\u00f3 la vigencia de un funesto convenio con Chile, pactado en el gobierno de Alejandro Toledo \u00a0(2007) y su primer vicepresidente, Ra\u00fal Diez Canseco, \u00a0cuando era ministra \u00a0de Transportes Ver\u00f3nica Zavala, mediante el cual Chile se beneficia con el mercado norteamericano en quintas libertades a cambio de rutas hacia el sur \u00a0que no tienen ning\u00fan valor comercial para el Per\u00fa, es decir no hay reciprocidad.<\/p>\n<p style=\"text-align: justify;\">\u201cEs por esto que dicho convenio debe ser denunciado por el Per\u00fa\u201d propuso el jurista, quien es tambi\u00e9n presidente del Instituto Peruano de Derecho A\u00e9reo (IPDA) y autor \u00a0de numerosos trabajos defendiendo la doctrina peruana \u00a0en este rubro.<\/p>\n<p style=\"text-align: justify;\">Por otro lado Palac\u00edn testimoni\u00f3 su preocupaci\u00f3n por la falta de inversi\u00f3n en el pa\u00eds por parte de aerol\u00edneas internacionales que ganan millones de d\u00f3lares gracias a nuestro espacio a\u00e9reo, \u201cpero que no invierten ni un sol en el Per\u00fa, ni tienen un solo avi\u00f3n con matr\u00edcula peruana, lo cual hace que no podamos contar con ellas en caso de conflicto armado externo\u201d.<\/p>\n<p style=\"text-align: justify;\">Finalmente, hizo un fervoroso llamado a la juventud para sentir pasi\u00f3n por la aviaci\u00f3n, recordando a los pioneros como Jorge Ch\u00e1vez.<\/p>\n<p style=\"text-align: justify;\">\u201cProbablemente soy un so\u00f1ador, pero alg\u00fan d\u00eda el Per\u00fa volver\u00e1 a recuperar si soberan\u00eda a\u00e9rea y el lugar que le corresponde en esta apasionante actividad\u201d, concluy\u00f3 declarando clausurado el 1er Congreso Internacional \u00a0Aero Comercial del Per\u00fa.<\/p>\n<p>{jathumbnail off images=\u00bbimages\/stories\/12\/09\/240912\/aeroexpo2.jpg\u00bb}<\/p>\n","protected":false},"excerpt":{"rendered":"<p>(Aeronoticias).- Hacer una urgente reingenier\u00eda \u00a0en la Direcci\u00f3n General de Aeron\u00e1utica Civil \u00a0 fue planteada en la clausura del 1er Congreso Internacional Aerocomercial del Per\u00fa que se desarroll\u00f3 del 20 al 21 de Setiembre en el Hotel Mar\u00eda Angola de Miraflores.
