Per\u00fa que preside la congresista Mercedes Cabanillas disertaron el ex defensor del pueblo, Jorge Santiesteban de Noriega quien expres\u00f3 que la aplicaci\u00f3n del proyecto no requiere reforma de la constituci\u00f3n, por su parte el decano del Colegio de Abogados de Lima, Dr. Walter Guti\u00e9rrez dijo que estaba de acuerdo con despenalizar estos delitos s\u00f3lo en relaci\u00f3n a los funcionarios p\u00fablicos, bienes p\u00fablicos o conductas p\u00fablicas y opin\u00f3 que se deber\u00eda mantener cuando el ejercicio del periodismo aborda asuntos de intimidad.<\/p>\n<p align=\"justify\">La Secretaria Ejecutiva del Consejo de la prensa peruana expres\u00f3 que se deber\u00eda organizar un foro para seguir escuchando opiniones.<\/p>\n<div style=\"text-align: Tribuno, Dr. Javier Valle Riestra, ya que existen dos derechos constitucionales que deben ser ponderados, por una parte el derecho a la informaci\u00f3n y por otra parte el derecho al honor, sin embargo cuando se trata de la libertad de expresi\u00f3n para criticar a los funcionarios p\u00fablicos se requiere una ponderaci\u00f3n adecuada para entender el animus del periodismo responsable, siempre va dirigido al <em><strong>ius comunicandi y al ius corrigiendi,<\/strong><\/em> es decir se difunden informaciones que no tienen dolo, ni intencionalidad, sin embargo en muchos casos se ventilan en el fuero penal, lo que a nuestro criterio es at\u00edpico y debe merecer un dictamen aprobatorio por parte de la comisi\u00f3n de Constituci\u00f3n del Congreso.
