El ex parlamentario dijo que de no efectuarse estas modificaciones el pr\u00f3ximo Congreso podr\u00eda caer en los mismos problemas que tiene actualmente esa instituci\u00f3n.<\/p>\n<p>Osterling sostuvo que la reinstauraci\u00f3n del sistema bicameral podr\u00eda contribuir a superar el descr\u00e9dito y mala percepci\u00f3n que tiene la ciudadan\u00eda sobre el legislativo.\u00a0 Indic\u00f3 que se lograr\u00eda una mejor representaci\u00f3n con un Senado, compuesto por 40 o 50 miembros, elegidos mediante un distrito electoral \u00fanico; y una C\u00e1mara de Diputados, con un mayor n\u00famero de integrantes y donde est\u00e9n representadas las regiones.<\/p>\n<div style=\"text-align: center\"><img decoding=\"async\" src=\"images\/stories\/09\/10\/021009\/congreso.jpg\" border=\"0\" alt=\"OSTERLING: SIN CAMBIOS PROFUNDOS NO HABR\u00c1 MEJORAS EN REPRESENTACI\u00d3N PARLAMENTARIA \" title=\"OSTERLING: SIN CAMBIOS PROFUNDOS NO HABR\u00c1 MEJORAS EN REPRESENTACI\u00d3N PARLAMENTARIA \" \/><\/div>\n<p>Anot\u00f3 que para implementar este sistema no se requerir\u00eda de mayor presupuesto, por cuanto con la partida econ\u00f3mica que tiene el actual Parlamento se podr\u00eda sufragar los gastos que demandan la creaci\u00f3n de otro \u00f3rgano legislativo. El tambi\u00e9n dirigente del Partido Popular Cristiano (PPC) se\u00f1al\u00f3 tambi\u00e9n que se debe insistir en implementar la\u00a0 renovaci\u00f3n por tercios de los integrantes del Congreso, as\u00ed como instituir el voto voluntario.<\/p>\n<p>Sugiri\u00f3 asimismo la eliminaci\u00f3n del voto preferencial, por cuanto, a\u00f1adi\u00f3, este mecanismo ha permitido que gente poco instruida o sin preparaci\u00f3n haya logrado ocupar un lugar en el Congreso. Consider\u00f3 que el orden en las listas de los candidatos al Parlamento debe ser elaborado por los propios partidos pol\u00edticos, para lo cual, agreg\u00f3,\u00a0 tienen que ser exigentes en los requisitos para la selecci\u00f3n de sus representantes a esa elecci\u00f3n.<\/p>\n<p>Osterling dijo que las organizaciones pol\u00edticas deben ser \u201cseveras\u201d en el control y cumplimiento de estas exigencias para evitar que gente con antecedentes negativos pueda acceder a una curul.<\/p>\n<p><strong>Aeronoticias<\/strong> considera que si bien el ex titular del Senado cuestion\u00f3 que la imagen y credibilidad del Poder Legislativo se haya visto afectada por hechos lamentables, como el caso de la legisladora Roc\u00edo Gonz\u00e1lez, sentenciada a cuatro a\u00f1os de prisi\u00f3n condicional por hurto agravado. \u201cTiene que haber ciertas exigencias, cualquiera no puede llegar al Congreso.
